You're right about the scratches. They (or whomever u take it to) should sand the clear down, re-base as needed, and re-clear with proper pressure and gun technique. It does look terrible, and even after wet-sanding would not be quite right. Unfortunately I have had similar experiences with paint shops. In some cases I have eaten the cost and redone it myself or brought it to another shop. Worst one: I spent over $12K on Corvette paint and eventually had to bring it somewhere else after it sat for a year (3.5 years total). I ended up spending another $20K+ for new panels all around(old ones were ruined) and another lacquer paint job. The first guy had apparently been snorting a lot of bondo dust and other powders. Lesson learned. You might want to let them redo it again, but sometimes better to cut your losses and move on. Life is too short.
